About the Council on Chemical Abuse
Since 1972, the Council on Chemical Abuse has served in a lead role, offering the resources necessary to respond to the complex problems of substance abuse. Designated by the County Commissioners as the Single County Authority (SCA) for Berks County, the Council is responsible for the administration and management of publicly-funded alcohol, tobacco, and drug services. The Council is a non-profit organization governed by a volunteer board of directors reflective of the local community.
The Council on Chemical Abuse serves as the coordinating agency for publicly supported drug and alcohol programming in Berks County. These services are made possible through the Berks County Board of Commissioners, tax dollars received from federal and state governments through the Bureau of Drug and Alcohol Programs (Pennsylvania Department of Health), the United Way of Berks County, and private monies received from client fees and private/corporate contributions. The Department of Health specifically disclaims responsibilities for any analyses, interpretations or conclusions herein.
