Attendees will gain an understanding of the movement in probation and parole to use “what works” and data to drive decision-making. The session will focus on the Risk-Need-Responsivity principles and the use of Core Correctional Practices by probation and parole staff. The Effective Practices in Community Supervision (EPICS) model and the use of Motivational Interviewing will also be discussed.

The presentation will be made by Robert Williams, Berks County Chief Probation and Parole Officer. Chief Williams has been employed by Berks County Probation since 1981 when he started as a Juvenile Probation Officer. He was appointed Chief Juvenile Probation Officer in December 2005, and then named the acting chief of the Berks County Adult Probation and Parole Office in August 2012. As the current Chief Probation and Parole Officer, Williams oversees both adult and juvenile departments. Chief Williams has served on numerous commissions, coalitions, and committees focusing on enhancement and reform of the probation and parole systems at both the local and state levels.
